By Chris Sykes, Staff WriterThe Orange City Council has voted to retain for discussion at Tuesday night’s meeting the proposed ordinance that bans the wearing of pants that expose underwear.
The council had previously tabled the legislation pending further review by legal authorities to make sure it conformed with the specific intent of deterring city youth and others from wearing pants and jeans below their waists, often revealing their underwear or buttocks.
City Attorney Marvin Braker helped craft the initial proposal at the request of City Councilwoman Lisa Perkins. The proposed ordinance was introduced on first reading during the Nov. 4 meeting.
After questions about its necessity from residents and Police Director John Rappaport, it was tabled Dec. 1 until concerns could be addressed.
After the council’s Feb. 2 meeting, the issues appeared to have been answered to Perkins’ satisfaction. She said the new legislation might not be perfect, but it complied with existing statutes and met the social and fashion reform she is championing.
“I’m going to have the legislative research attorney do some research and look at existing laws already on the books and how this ordinance can be adapted to fit or conform with them,” Perkins said. “This is not intended to harass anybody that an officer sees walking up and down the street minding their own business.
